About the Upper Peninsula Construction Council

The Upper Peninsula Construction Council (UPCC) is a joint Labor/Management Council established and sponsored by affiliated signatory union contractors and union building trades. 

Position Overview

We are seeking a highly organized and creative Operations and Communications Specialist to bridge the gap between our internal operations and external messaging. In this hybrid role, you will streamline daily business workflows, manage project timelines, and craft compelling narratives that elevate our brand. Position Details

Reports to: Executive Director

Schedule & Hours

  • Start Date: July 20, 2026 preferred

  • Hours: 40 hour salaried position

  • Work Schedule: Primarily Monday–Friday with some special events taking place in the evening or weekends

Location & Travel

  • Primary work location: Marquette, MI

  • Travel required throughout the UP for program delivery and outreach activities mileage reimbursement at the current IRS standard mileage rate

Key Responsibilities

Communications (40%)

  • Content Creation: Draft, edit, and distribute engaging content for newsletters, press releases, social media, and internal memos.

  • Brand Management: Ensure all messaging aligns with company guidelines and core values across all channels.

  • Campaign Support: Assist in executing marketing and public relations campaigns to drive audience engagement.

  • Stakeholder Relations: Serve as a point of contact for media inquiries, community partners, and internal team communications.


Operations (60%)

  • Program Management: Manage current and future UPCC programing

  • Process Optimization: Identify bottlenecks in daily workflows and implement streamlined procedures to boost efficiency.

  • Project Management: Track deliverables, manage timelines, and coordinate cross-functional team efforts.

  • Vendor & Inventory Management: Oversee vendor relations, manage contracts, and ensure the team has the necessary operational supplies/software.

  • Data & Reporting: Gather operational and communications metrics to compile monthly performance reports.

  • Bookkeeping: Process payroll by calculating, balancing, and submitting payroll records; handle deductions for income taxes, retirement, health care contributions, annuities, garnishments, and child support orders; and maintain complete, accurate payroll and deduction records. Maintain Council ledgers and basic expenditure reports, prepare checks, produce monthly income and balance reports, and file all required monthly, quarterly, and annual tax forms.


Qualifications & Requirements

  • Education: Bachelor’s degree in communications, Business Administration, Public Relations, or a related field. 

  • Experience: 2–4 years of proven experience in communications, project management, or operations (preferably in a fast-paced environment).

  • Tech-Savviness: Proficiency with productivity suites (e.g., Google Workspace, Microsoft 365), and bookkeeping platforms (e.g., QuickBooks).

  • Communication Skills: Exceptional written, verbal, and interpersonal skills with a keen eye for detail.

  • Organizational Skills: Strong ability to multitask, prioritize deadlines, and manage competing tasks efficiently.

Compensation & Benefits

  • Position: This is a twelve (12) month full-time position and is defined under an individual employment contract. Compensation will be based on skill level and overall experience.
